The Colorado Dental Board regulates and licenses dentists and dental hygienists. The Board does not regulate or require the registration of dental assistants or expanded duty dental assistants. The Board also does not license based upon specialty.
The mission of the Colorado Dental Board is to safeguard the health, safety, and welfare of the people of Colorado by developing and maintaining rules and policies to ensure that only qualified persons are licensed to provide dental care and that violators of the laws and rules regulating dentistry are sanctioned as appropriate. Board activities include licensing dentists and dental hygienists, investigating complaints about the licensed and unlicensed practice of dentistry and dental hygiene, disciplining those who violate the law and/or the Board's Rules and make, amend, and adopt reasonable rules and regulations governing the conduct of dentists and dental hygienists. The Board is made up of thirteen members: six dentists, three dental hygienists and three public members.

Permanent Rulemaking Hearing - November 3, 2022
The Colorado Dental Board will hold a Permanent Rulemaking Hearing to allow stakeholders a final opportunity to provide testimony before the Board considers adopting multiple proposed new and revised rules to implement Colorado Senate Bill 22-116 (Concerning the ability of an individual to obtain an occupational credential through the occupational credential portability program); Colorado Senate Bill 22-058 (Concerning the creation of a peer health assistance program for dental hygienists); Colorado Senate Bill 22-219 (Concerning the regulation of dental therapists); Colorado House Bill 22-1115 (Concerning the prescription drug monitoring program); Colorado House Bill 22-1284 (Concerning updates to state surprise billing laws to facilitate the implementation of surprise billing protections, and aligning state law with the federal "No Surprises Act"); Executive Order D 2022-032 (Directing State Agencies to Protect Access to Reproductive Health Care in Colorado); and Executive Order D 2022-034 (Protecting Colorado’s Workforce and Expanding Licensing Opportunities).

The Colorado Dental Board will hold an Emergency Rulemaking Hearing to allow stakeholders a final opportunity to provide testimony before the Board considers adopting the proposed new Rules 1.32 and 1.33, to implement Executive Order D 2022-032 (Directing State Agencies to Protect Access to Reproductive Health Care in Colorado); and Executive Order D 2022-034 (Protecting Colorado’s Workforce and Expanding Licensing Opportunities). The Board will consider emergency adoption of Rules 1.32 and 1.33, to comply with the reporting requirements of the Executive Orders.

Emergency and Permanent Rulemaking Hearing - November 4, 2021
The Colorado Dental Board held an Emergency and Permanent Rulemaking Hearing on November 4, 2021, that allowed stakeholders a final opportunity to provide feedback before the Board considered adopting revisions to multiple rules to fix typographical errors, correct references to rules and statutes, and correct language in the rules that conflicted with portions of the statutes, as required by the Office of Legislative Legal Services; revisioned Rule 1.6, to implement Colorado Senate Bill 21-077 (Concerning the elimination of verification of an individual's lawful presence in the United States as a requirement for individual credentialing); and considered adopting new Rule 1.31, to implement Colorado House Bill 21-1276 (Concerning the prevention of substance use disorders). The new rule to implement HB21-1276 (Rule 1.31), was considered on an emergency basis, to comply with the bill’s November 1, 2021, effective date.
