The Colorado State Board of Pharmacy regulates pharmacists, pharmacy interns, pharmacy technicians, in-state and nonresident pharmacies, in-state and out-of-state prescription drug wholesalers, satellite pharmacies, specialized prescription drug outlets, other outlets, and limited licenses. The Board upholds consumer protection by licensing qualified applicants, investigating complaints, and enforcing disciplinary actions against violators of the Pharmacists, Pharmacy Business and Pharmaceuticals Act and the Board's rules.
The Board consists of five pharmacist members and two public members and works in conjunction with the Federal Food and Drug Administration (FDA), Drug Enforcement Administration (DEA), Colorado Pharmacists Society, RxPlus Pharmacies, and the Colorado Retail Council.

Colorado State Board of Pharmacy – Emergency Rulemaking Hearing – September 5, 2025
The purpose of this Emergency Rulemaking Hearing is for the Board to decide on proposed revisions to Rule 19.00.00 – ADMINISTRATION and Rule 3.00.00 - DISPENSING. The purpose of the proposed rules is to ensure that pharmacists, pharmacy interns, and pharmacy technicians may continue to prescribe, dispense and administer vaccinations in accordance with applicable Colorado Revised Statutes.

Colorado Board of Pharmacy – Stakeholder Meeting – July 31,2025
The purpose of this Stakeholder Meeting is for the Board to receive feedback on proposed revisions to 3.00.00 – DISPENSING, 5.00.00 – OUTLETS, 8.00.00 – ADVERTISING, 11.00.00 – RECORD AND RECORDKEEPING, 15.00.00 – WHOLESALERS. The purpose is to implement SB25-289 (CONCERNING THE CREATION OF A DRUG DONATION PROGRAM) and HB25-1222 (CONCERNING MEASURES TO PRESERVE HEALTH-CARE ACCESS PROVIDED BY RURAL INDEPENDENT PHARMACIES). Additionally, proposed revisions to Rule 32.00.00 – CONCERNING HEALTH CARE PROVIDER DISCLOSURES TO CONSUMERS ABOUT THE POTENTIAL EFFECTS OF RECEIVING EMERGENCY OR NONEMERGENCY SERVICES FROM AN OUT-OF-NETWORK PROVIDER and APPENDIX F – YOUR RIGHTS AND PROTECTIONS AGAINST SURPRISE MEDICAL BILLS. The purpose of the proposed rules is to establish requirements for health-care providers to disclose to covered persons who are utilizing a health benefit plan about the potential of “balance billing” when receiving 1) post-stabilization services or 2) covered non-emergency services from an out-of-network provider at an in-network facility.
