SB25-194: Sunset Dental Practice Act | Divisions of Professions and Occupations

SB25-194: Sunset Dental Practice Act was signed by Governor Jared Polis on May 5, 2025. This bill makes changes to the Dentists, Dental Hygienists and Dental Therapists Practice Act. A summary of this bill is available here.

The next step in the implementation process for this law is rulemaking. You may sign up for rulemaking notifications here. A rule clarifies statute. It has the effect of law. When it comes to Dentists, Dental Hygienists and Dental Therapists, rules are promulgated, or made, by the Colorado Dental Board (Board).

Every rule has a stakeholder process governed by the Administrative Procedures Act (Section 24-4-101, Colorado Revised Statutes). Stakeholder engagement can take multiple forms. Some of these may include accepting written comments, having stakeholder meetings, having public comment during rulemaking hearings and more.

The anticipated timeline for implementation of this law is below. Members of the public will have the opportunity for public comment during the stakeholder meetings and the rulemaking hearing.

September 18, 2025 - Early engagement stakeholder meeting.
October 30, 2025 - Proposed rule revisions with initial stakeholder comments presented to the Board.
November 19, 2025 - Second early engagement stakeholder meeting.
January 7, 2026 - Proposed rule revisions with stakeholder comments presented to the Board.
February 18, 2026 - Third stakeholder meeting.
April 30, 2026 - Rulemaking hearing/Formal adoption.
