Packouts Require An Outfitter License
The Office continues to receive questions regarding whether a license is required for a packout. Outfitting services for compensation that include packing require an outfitter license. In addition you may need to reach out to Colorado Parks and Wildlife for any other permits or requirements.
Purchasing Business Includes Maintaining Prior Agreements
If you are attempting to purchase an existing business or change the ownership of an existing business that is under active disciplinary action with the Division of Professions and Occupations, that action will remain on the business location and registration. A new registration may not be granted until the prior terms of the agreement have been met. Therefore the new ownership will continue to take on the responsibility of maintaining the agreement. Reminder: Contracts Must Be Provided to Clients Within 30 Days
The Office continues to receive complaints and has found violations of outfitters providing services without providing a contract to clients within 30 days of the outfitter's receipt and acceptance of a client deposit.
Those who do provide a contract to clients are missing language items that are required to be within the contract.

The Office frequently hears from applicants across many professions, asking common questions are about how to check their status or fix issues after submitting. The quickest way to stay informed is to regularly log into your online account and ensure your contact information is up to date. Most requests from the Division arrive via email, so don’t miss important notices by letting an old address linger.
Some of the most common delays we’re seeing:
- Missing documents like proof of surety bond and insurance;
- Outdated or incorrect contact info, especially emails;
- Leaving sections blank or uploading illegible forms.
Another helpful tip is to read the full application instructions and FAQ before applying. It may save you weeks of processing time.
As a reminder, if you do not hold an active registration it is unlawful to provide outfitter services to the public.
Outfitter Responsibilities for Violations Outlined

A reminder that it is the responsibility of the outfitter to promptly report to the Division any violations of federal or state law or regulations.
This includes, but is not limited to a:
- citation;
- sanction;
- probation;
- civil penalty, or a denial, suspension, revocation, or modification of a license or registration, and/or;
- judgment, award or settlement of a civil action or arbitration in which there was a final judgment or settlement against the outfitter related to the practice of outfitting.
Duran Promoted to Program Director
The Office on Oct. 1 named Kathy Duran its new Program Director. Ms. Duran has worked with the Division in the Office of Outfitters Registrations for over 10 years and brings a wealth of experience to the program.
