Welcome to the Passenger Tramway Homepage

The Colorado Passenger Tramway Safety Board regulates aerial tramways, surface lifts, tows, and conveyors for recreational purposes in Colorado.The Board establishes the design, operation and maintenance standards, reviews requests for variance from the rules, and investigates accidents related to the operation of tramways. The Board also conducts regular inspections of the installations it regulates.The Board's focus is ski-related equipment but also licenses other types of tramways. The Board does not regulate elevators, escalators, amusement park rides, zip lines, or bus and taxi systems.

Colorado conducts three different types of inspections a year. Licensure inspections are performed in the fall for winter operations and in the spring for summer operations, the annual unannounced inspections are conducted in the early winter, and, unannounced inspections for areas operating lifts for foot passengers are performed in the summer. Inspections of lifts are made by professional engineers working on a contract basis with the State of Colorado.

Colorado Passenger Tramway Safety Board - Permanent Rulemaking Hearing Postponed to May 4, 2023

The Permanent Rulemaking Hearing on February 1, 2023, has been postponed for the Colorado Passenger Tramway Safety Board (Board). The purpose of the Permanent Rulemaking Hearing was for the Board to consider adopting revisions to multiple rules that will provide clarity; correct rule omissions; address deficiencies and inspection reports; and provide general updates based on recent updates to the “American National Standard for Passenger Ropeways – Aerial Tramways, Aerial Lifts, Surface Lifts, Tows and Conveyors – Safety Requirements,” and “American National Standard for Funiculars – Safety Requirements.” Additionally, the Board will be considering proposed rule changes as required by the mandatory rule review in section 24-4-103.3, C.R.S., to assess the continuing need, appropriateness, and cost-effectiveness of the rules to determine if they should be continued in their current form, modified, or repealed. The Permanent Rulemaking Hearing will be delayed until the next Board meeting on May 4, 2023. 

Permanent Rulemaking Hearing - February 1, 2023

The Colorado Passenger Tramway Safety Board will hold a virtual Permanent Rulemaking Hearing to allow stakeholders a final opportunity to provide testimony before the Board considers adopting proposed revisions to multiple rules that will provide clarity; correct rule omissions; address deficiencies and inspection reports; and provide general updates based on recent updates to the “American National Standard for Passenger Ropeways – Aerial Tramways, Aerial Lifts, Surface Lifts, Tows and Conveyors – Safety Requirements,” and “American National Standard for Funiculars – Safety Requirements.” Additionally, the Board will consider adopting proposed rule changes as required by the mandatory rule review in section 24-4-103.3, C.R.S., to assess the continuing need, appropriateness, and cost-effectiveness of the rules to determine if they should be continued in their current form, modified, or repealed.

The Colorado Passenger Tramway Safety Board is proposing revisions to multiple rules that will provide clarity; correct rule omissions; address deficiencies and inspection reports; and provide general updates based on recent updates to the “American National Standard for Passenger Ropeways – Aerial Tramways, Aerial Lifts, Surface Lifts, Tows and Conveyors – Safety Requirements,”  and “American National Standard for Funiculars – Safety Requirements.”  The purpose of this request for written comments is to inform stakeholders of the proposed rule revisions, and allow stakeholders the opportunity to provide feedback on the proposed draft rules. The Permanent Rulemaking Hearing is scheduled for February 1, 2023.
