The Colorado Passenger Tramway Safety Board regulates aerial tramways, surface lifts, tows, and conveyors for recreational purposes in Colorado. The Board establishes the design, operation and maintenance standards, reviews requests for variance from the rules, and investigates accidents related to the operation of tramways. The Board also conducts regular inspections of the installations it regulates. The Board's focus is ski-related equipment but also licenses other types of tramways. The Board does not regulate elevators, escalators, amusement park rides, zip lines, or bus and taxi systems.
Colorado conducts three different types of inspections a year. Licensure inspections are performed in the fall for winter operations and in the spring for summer operations, the annual unannounced inspections are conducted in the early winter, and, unannounced inspections for areas operating lifts for foot passengers are performed in the summer. Inspections of lifts are made by professional engineers working on a contract basis with the State of Colorado.

Passenger Tramway Safety Board – Request for Written Comments
What is this about?
The Passenger Tramway Safety Board (“Board”) is requesting written comments regarding proposed revisions to Rules 3.1.1.5.1 – VERTICAL CLEARANCES and 4.1.1.5.1 – VERTICAL CLEARANCE – Purpose is to clarify the requirements. Rules 20.2 ISSUANCE OF LICENSE and 22.4.4 – INSPECTION REPORT – Purpose is to clarify the format in which the response letters shall be submitted to be approved by the Board. Rules 23.1 – DEFINITIONS, 23.2 – REPORTING TO THE BOARD and 23.3 – LIMITATION OF OPERATION – Purpose is to update the incidents reporting requirements.
The Board will hold a Rulemaking Hearing on Wednesday, February 5, 2025, to determine whether to adopt the proposed revisions to Rules 3.1.1.5.1, 4.4.5.1, 20.2, 22.4.4, 23.1, 23.2 and 23.3, on a permanent basis. Please submit written comments to dora_dpo_rulemaking@state.co.us by December 31, 2024, however the Board will continue to accept written comments until the Rulemaking Hearing on February 5, 2025. Written comments will be posted on the Board’s website under the “Public Notices” tab as received for all stakeholders to access and review.
