Proposition 129: Establishing Veterinary Professional Associates was passed by Colorado voters on November 5, 2024. The State Board of Veterinary Medicine (Board) has completed initial rulemaking on Proposition 129, which became effective January 1, 2026. House Bill 25-1285 information
House Bill 25-1285 was signed into law by Governor Jared Polis on May 30, 2025. The bill establishes and modifies requirements related to the practice of veterinary medicine by a Veterinary Professional Associate (VPA). This law became effective on January 1, 2026. The Board will engage in rulemaking related to HB25-1285 in the coming months. A timeline will be provided when it becomes available. A rule clarifies statute. It has the effect of law. When it comes to veterinary professions, rules are promulgated, or made, by the State Board of Veterinary Medicine. Every rule has a stakeholder process governed by the Administrative Procedures Act (Section 24-4-101, Colorado Revised Statutes). Stakeholder engagement can take multiple forms. Some of these may include accepting written comments, having stakeholder meetings, having public comment during rulemaking hearings and more.
