Welcome to the Addiction Counselor Homepage

The Colorado State Board of Addiction Counselor Examiners regulates Certified and Licensed Addiction Counselors in the State of Colorado. Board activities include review of licensure applications, complaints, and enforcement of disciplinary actions against those found to have violated the Mental Health Practice Act or Board Rules. The Board is made up of seven members, four professionals, and three public, who meet six times per year.

Colorado Board of Addiction Counselors – Permanent Rulemaking Hearing – August 5, 2025

The purpose of this Permanent Rulemaking Hearing is to allow stakeholders a final opportunity to testify before the Board determines on proposed revisions to Rule 1.24 and APPENDIX B. The purpose of the proposed rules is to establish requirements for health-care providers to disclose to covered persons who are utilizing a health benefit plan about the potential of “balance billing” when receiving 1) post-stabilization services or 2) covered non-emergency services from an out-of-network provider at an in-network facility. Additionally, changes are proposed in Rule 1.12 - The purpose is to clarify that the jurisprudence examination is required for both licensure and candidate registration applicants. Finally, proposed changes to Rule 1.15 – The purpose is to adopt by reference specific sections of the Colorado State Board of Human Services’ Rule 2 CCR 502-1, “Behavioral Health”, last amended January 1, 2024.

The Division of Professions and Occupations regulates more than 550,000 licensees, certificate holders and registrants. Each year, the General Assembly passes legislation directly impacting those populations. Many bills then require rulemaking or other policy updates by the Division or Boards in order to implement these changes.
