Colorado Dental Board – Stakeholder Meeting – September 18, 2025
The purpose of this Stakeholder Meeting is for the Board to receive feedback on proposed revisions to Rule 1.4 – Definitions, Rule 1.6 – Licensure of Dentists, Dental Therapists, and Dental Hygienists, Rule 1.7 – Licensure Presentation, Rule 1.8 – Practice in Education and Research Programs, Rule 1.9 – Record Keeping Requirements, Rule 1.11 – Laboratory Work Order Forms, Rule 1.12 – Denture Construction by Assistants and Unlicensed Technicians, Rule 1.13 – Limited Prescriptive Authority for Dental Hygienist, Rule 1.14 – Anesthesia, Rule 1.16 – Infection Control, Rule 1.17 – Advertising, Rule 1.25 – Placement of Interim Therapeutic Restorations by Dental Hygienists, Rule 1.26 – Application of Silver Fluoride by Dental Therapists and Dental Hygienists, Rule 1.27 –Confidential Agreements to Limit Practice for Physical Illness, Physical Condition, or Behavioral of Mental Health Disorder, and proposed new Rules 1.33, 1.34, 1.35 and 1.36. The purpose is to implement Colorado Senate Bill 25-194 (CONCERNING THE CONTINUATION OF THE "DENTAL PRACTICE ACT").

Continuing Education Requirements
Every Dentist, Dental Therapist and Dental Hygienist with an Active Colorado license must complete a minimum of 30 hours of Continuing Education (CE) per two-year license period.
- If a license is issued within one (1) year of the renewal date, no continuing education will be required for that first license period.
- If a license is issued outside of one (1) year of the renewal date, then 15 hours of Board-approved continuing education will be required for that first license period.

Legislative Updates
The Division of Professions and Occupations regulates more than 450,000 licensees, certificate holders and registrants. Each year, the General Assembly passes legislation directly impacting those populations. Many bills then require rulemaking or other policy updates by the Division or Boards in order to implement these changes. Ex-Offenders Practice in Regulated Occupations
On June 4, 2024, Governor Polis signed HB24-1004 Ex-Offenders Practice in Regulated Occupations into law. Under this bill, if an applicant for a registration, certification, or license has a conviction for a crime, a regulator may only consider the applicant’s conviction for a three-year period beginning on the date of conviction or the end of incarceration, if the applicant has not been convicted of any other criminal offense during the three-year period. Address Confidentiality Program (ACP)
The Address Confidentiality Program (ACP) is a statewide program administered by the Department of Personnel and Administration (DPA) that provides survivors of domestic violence, sexual offenses, and/or stalking with a legal substitute address for interacting with all state and local government agencies.
